Mayors Roles in Municipal Government
The structure of the Mayor and Council is a municipal government where a mayor heads a locally elected council, either chosen by members of the Council or popularly. The term only applies to two types of U.S. local government structures. In the form of the powerless-mayor of the Council, the Mayor is the Council’s Chairman and usually just acts of ceremony and parliament. In the way of a reinforced mayor and Council, the Mayor serves as the city or city’s principal chief executive with the prerogative of vetoing council decisions.
Structure of Mayors Council
The structure of the Mayor’s Council is a local government organization. In general, city councils and town councils consist of several local council members or councilors. City council members are typically referred to as councilman or councilwoman in the United States.
In some municipalities, the Mayor is a voting council member who serves as Chairman; in others, the Mayor is the independent executive director of the city with veto authority over the legislation of the Council.
Roles of the Council
The Council may also delegate other executive positions in larger cities, such as a chairman of the Council and the spokesperson. In general, the Council acts as a legislative body in the parliamentary or congressional form, presenting legislation, conducting votes, and passing laws to help regulate the city.
The Mayor’s Council’s role varies whether the city is using the government’s council-leader or the essence of the statutory authority granted by State legislation, the municipal charter, or municipal ordinance.
For example, in San Francisco, it is called the Supervisory Board; San Francisco is a consolidated city-county. The constitution of California mandates that each county has its Board of Supervisors.
Duties A Mayor Plays Constantly
The Mayor heads the municipality. He is almost always the CEO of the Municipal Council. He can serve the duties of the CEO, ceremonial leader, and central government local agent. The Mayor has a much-reduced role, serving only as head of the Council, within the modern system of municipal administration — the structure of county management.
Regardless of the local administration, the Mayor’s role may largely depend on the relationship between the Mayor, the Council, and the central government. Mayors are elected or appointed. In other terms, the central government usually decides the role, and the Mayor has far greater executive powers than the Council. As a central government representative, the Mayor is the symbol of a municipality and the focus of policy.
Dual Role of Mayor
Most municipality leaders have assumed a dual role, acting not only of the local administration’s chief executive but also as central government agents. They perform such duties as the maintenance of public order, protection, and safety.
In the U.S, the state government never directly controls the towns and municipalities have either been governed by their citizens or chosen by an elected township council. So, a mayor seems responsible for all the developments and problems of his area, and he tries to work according to the wish of people.
